Developers, Contractors and Operators need to talk!

So working with Developers, contractors and operators on several projects. There always seems to be an issue somewhere down the line. How it usually goes down is a little bit like this; 1- The developer sets out requirements, whether that is O+M or design specification, at which point will usually be wrong. 2- The contractor usually will follow what is set out in their scope, do what is asked in contractual documents. 3- The operator often gets left over with missing/or irrelevant operations and maintenance information or simply put it can't find the information that is required at the time of operation and maintence. It is thought that Integrating the approach and getting all the parties involved in the process earlier, will give all parties what they want. Would BIM help them achieve this integrated apporach ?
