So working with Developers, contractors and operators on several projects. There always seems to be an issue somewhere down the line. How it usually goes down is a little bit like this; 1- The developer sets out requirements, whether that is O+M or design specification, at which point will usually be wrong. 2- The contractor usually will follow what is set out in their scope, do what is asked in contractual documents. 3- The operator often gets left over with missing/or irrelevant operations and maintenance information or simply put it can't find the information that is required at the time of operation and maintence.
